Sure, you can put drop bars and a road drivetrain on that bike. But it's highly unlikely you will fit 700C wheels onto that frame - and that's a big difference between road and mountain. Honestly, this probably not worth your time. Search craigslist, garage sales, etc and get a real road bike. You can find some decent old ones for about the price you paid for the hardrock.
