Using ~0C seems like a logical cutoff. I don't mind cold air so much, but the risk of hitting (black) ice just isn't worth it to me.
If it's black ice you're concerned about, don't go out when it's below 40ºF, because that was the ambient air temperature the morning I crashed hard on some a couple of years back. The pavement was obviously still 0ºC. Black ice avoidance is more a question of steering around anything that looks too black or shiny on the road. Nobody has as much experience with black ice avoidance (and non-avoidance) on a road bike than I do. Trust me on this.
