Improves leg speed/fast twitch muscles. Makes doing competitive group rides quite an interesting workout. In the 90's I used to ride a fixie for much of the winter. I bagged it (sold the fixie) upon resuming cycling in 2005 because of my back, but I could probably handle it now. Frankly I never thought it did too much for my riding.
