Masi Gran Criterium seat binder bolt, what do I need?

I've snapped two campy binder bolts. I guess I am putting too much torque on now. I have a Sugino bolt in place. I can move the saddle back and forth by hand if I apply generous torque.

Am I wasting my time trying to lock the saddle down? I worry about it going out of adjustment from road bumps. It seems to be well locked in but shouldn't the bolt have it tight enough so there is no way to move it back and forth with my hands?

The Campy binder bolts are too expensive to keep snapping. I hope the Sugino will not fail. Maybe the length is not long enough?

There must be somebody making higher quality steel bolts that aren't so damn soft. The Campy bolts are too soft.
