You don't have to build anything, just hang the front wheel over the tailgate. Put something on the tailgate to protect the truck/bikes and run a bungee or some sort of strap over the top of the bikes if you want extra security.
Absolutely. Or at most M/C tiedowns. Don't need to get fancy with a whole pickup bed to work with. Racks are for cars.
