Is the low limit adjustment screw supposed to be ridiculously tight...

Just setting up 2009 Rival on my new bike but adjusting the front der is not really working out. The low limit screw is RIDICULOUSLY tight and its made from some low grade metal and I've already partially busted the cap on it when trying to adjust it. And no the der isn't "leaning" against it when tightening... It also seems it doesn't have enough adjustment range (even if I was able to turn it). When my front shifter is on the smaller ring (running a double) the chain is closer to the outer plate of the der rather than the inner... And thats with the low limit screw almost in the bottom (maybe 2-3mm of adjustment left).
