Looking to change to thinner wheels

What would be the thinnest wheel I could use for a 22m rim? They're the Alex aluminum, Z-1000, 36H. Im currently using 700c X 35c on a Hybrid, and would like to get some more speed out of it without spending $1000 on new road bike. I know that 23's wont work, but do you think I could be OK with 28's? Will I still get the proper rolling resistance? Also, what type of cluster would I need?
