so it is a carbon fork? you don't want to use chem stripper on a carbon fork. what i would do is just sand it down enough to get it all to the same consistency, once you get it down to about 320, spray rustoleum primer (try to find one that doesn't say "etching"), sand it once more, primer, sand, spray your color, give it 3 hot coats (let one coat tack, then spray another before it dries all the way, then let it tack, then another). don't forget to blow it off well before you spray on a sanded surface. as far as brands, rustoleum will do it, but if you find something that sounds better, give it a try. it can't get but so bad.
