I hear what you are saying, but I have not found anything that does that. I tried tire shine once and it got all over the braking surface and brake pads, plus as you said, dirt stuck to them and made them look worse.

Maybe it would be ok to just wipe them with some degreaser from time to time, I don't know if that would dry up the tires though.
