If you file the edges of the cleats they will engage easier. Of course I am talking about a light filing just to smooth the surfaces. When walking the edges get small cuts and tears, these are why it's more difficult to engage the pedal.
Change the cleats when the wear indicator shows or when the front tip becomes too thin as it may break and cause an accidental release.
