Like Bikedued, I tried treating the sidewall of a few MTB tires with an auto tire shine product while the tire was off the rim. I let it dry for over a week, then wiped off any excess. It worked well and I didn't have the problem of it getting on the rims. But it's a real PITA to take a tire off just for that treatment. I won't treat a tire with anything slick while it's on the rim.
