Carbon wheels for the city

I live in Tokyo. I see a lot of commuters and messengers with one or two carbon wheels.
What's the benefit of that? I mean obviously the weight, but would it make such a big difference for a commuter?
Why only have one(front or back) in carbon?

Thanks in advance,
