Find the manual for your bike here and use Dahon's instructions. A simple (and usually slight) turn of the barrel arm in the clasp will do the trick.

This is not unusual. All of the folding elements of your bike need to be examined regularly and kept reasonably tight, both for the sake of you and your bike.
