As you may have discovered if you visited Bob Hovey's site, your bike was built in 1981 in San Marcos, after the move from Carlsbad. You are also correct about the 60 indicating the size in cm's, though Masi usually measured from center crank to the very tippy top (including paint thickness) of the seat lug point, so they do tend to run smaller than the size indicted on the BB. (Some people easily confuse decades and continents, apparently).
