problem with new velocity deep v wheel/rear

hi i'm new to posting here. Ive had my Schwinn cutter for two weeks now its a great bike .but my problem is that Ive just bought a built set of velocity rims with surly hubs. i went home rode to work and 2 and a half miles into the commute i get a flat. call a friend to pick me up because i do not have the tools to fix the flat .get to work and look at the tire but no cuts on the tire it self.take the tire off and inspect it the puncture is inside between the rim and the tube like one of the spoke poked it but im looking at the rim tape and theirs no indication that there a spoke poking through the rim tape. so i put on the spare tire on after work and head home only to get 2 and a half miles in and here we go again a flat .take the tire off same puncture same place what going on am i missing something ? it has rim tape brand new i saw my bike mechanic put it on.is the spoke poking the tube? im a big guy i weigh 288 i am 6'4" bikes made for a big guy like me its a XL frame.can anybody help me ?I am a rookie here. here are some pics i took hope you can see what i am talking about. i put an x on the spots where the spoke is and i circled the tube puncture.
