Carbon-Fiber, Elastomers, huh?

I don't know where to put this, so I'm checking here first.

My (pathetic) understanding of carbon fiber is that, depending upon the weave/bias/etc., it is generally pretty stiff stuff. Hoiwever, at least one manufacturer has started to put elastomer stuff in the seat stays to soften the ride.

How does this work???

If the squishy stuff squishes, would not the polymer stuff that holds together the fiber stuff crack and cease to function? I am not interested in the old metal-bike-inspired debate that carbon cannot flex. I know better than that, but the amont of elastomeric stuff to carbon fiber stuff seems a bit more than most composite things could handle.
