Cover suspected area of rim with thicker tape.
Run your finger along the inside of you tire to make sure there is nothing inside of it giving you flat.
Install new tube very slowly to make sure it is seating itself correctly. Read here if you are unsure

Take the velocity stickers off your rims.
thank you. you solved my problem it is the rim tape. i will go back some time this week end to my l.b.s. and get that replaced with wider rim tape. again thank you guys for your support.
