Yes.
Color-All, cheap rattle can. Seemed to work as well as Krylon.
3 very thin coats, then bake. You don't wan't thick paint.
The metal should be cleaned of oils before painting.
Smooth steel must be surface prepared (light sanding) works best on brushed Alu from my limited experiments.
Gloss tended to 'glass', flats go like powder coat. The gloss seemed harder, more able to resist impact.
It would chip from hits, but not flake around the impact site.
I didn't use primers..might be an idea for stronger hold on the metal.

Do a tester first.

I did? Chainring, bashguard, the head\clamp of a seatpost, a bottle cage.

Then I decided the bike looked stupid (I did it all red) so I dissolved the paint off with stripper and just re-did the chainring black.
I did smack the bashguard with a hammer to see how hard the paint got..I was impressed.

I do this now with flat black on things like lever\shifter bar collars that get all scratched.
Dismantle, paint, bake and put them together lookin' fine.
