The second part, the one that is always quoted by gun advocates (the right to keep and bear arms), to the exclusion of the first, is predicated upon the first part (A well-regulated militia). This clearly sets forth a right for states to assemble, arm, and regulate militias.
You obviously have not read the supreme court decision 'Heller V. D.C." from last May. They ruled contrary to what you are saying. They basically said that the first sentence fragment is a part of the overall right to keep and bear arms.
