Yeah, it is the same rear rack backwards. I commute with full loads in front and back without issue. I don't tour.

As far as load distribution, I like how it distributes it instead of wearing a backpack .
As with any front load, there is a handling difference. It is in no way tippy. I would describe the handling as "slower" if that makes any sense. Anyway, I've been using it this way for 6 months probably. For less than $30, I don't think it can be beat.
