Ceramic bearings do not automatically equate to smooth spinning.

All other factors being equal, a rounder set of balls will spin smoother than a set of balls which aren't quite as round.

That said, its possible to find "cheap" ceramic balls that are less round than steel balls -- and will therefore not spin as smoothly.
