Tapping the bolt will release the slider portion of the quill, but if it's an old bike that hasn't been maintained, the stem may still be seized up in the steerer.
If that's the case, straddle the front wheel, grab hold of the bars and wiggle the stem loose while holding the front wheel steady with your legs.
