Wow, sounds a lot like junior racing when I was a teen. There would be between 3 and 20 people in a pack, and quite often that pack would represent at least 2 different age or gender groups. Now that I'm a Cat 4, the fields here in CA often fill to capacity (usually 100 riders) and anybody hoping to register the day of is wishing on a star.
There just weren't a lot of racers when I was racing. I won my first Provincial Time Trial by being the only female in my category.
