The fenders I've used that lasted more than one season use the attachment points in your pictures and eyelets at the end of the fork and stays. There are fenders available that use only the attachment point in your pics. As far as mudflaps, I use plastic from the flexible 3-ring binders cut to shape and attached with a single zip tie that goes through two drilled holes parallel to the fender. If you would like a better explanation, I can try to describe it differently.
