I think most drivers are unaware of laws regarding cyclists, so they think you are breaking the law and feel justified acting like the OP. I think if you are only following the law or facilitating the smooth movement of traffic, anything goes. So, I agree and consider it a form of bike advocacy. I think this guy is just a weekend warrior who puts miles on on the shoulder, not as a commuter using his bike as primary transportation, and I think he's really unpleasant.
