The smaller the frame size gets, the harder it is to design a bike with 700c wheels with the right geometry for a good ride and no toe overlap.

It's total bs that you need 650 wheels below 5'6".

If you've found a bike that rides well, and the amount of toe overlap is not a problem, I would not worry about it.

In fact, if you fit well on a bike with 700c tires, you're better off riding 700c's just for the availability of tubes and tires, and sharing such on group rides.
