convert 1 1/8 fork for use w/1" steerer

I'm planning to build a tandem from donor bikes and spare parts, I have a 1 1/8" triple tree suspension fork and the front donor bike has a 1" steerer tube. Can any of you clever bike hackers give me some clues about doing this without risking a broken neck and preferably without welding? I can design it so any front end additional length is between the head tube and the fork.
