Not if they have served their suspension and suffered the enormous financial and career setbacks that such a punishment entails. At that point it's time to let them resume competition and move forward. If you don't believe that, let's just institute permanent bans for life and be done with it. If we do that it really would suck if the lab made a mistake or the wrong sample got tested eh?
