I think the Tange fork may be a replacement, and the whole thing was repainted. The stay caps are unique and I don't recognize 'em, I suspect a good builder since those Campy vertical DOs wouldn't be used on junk, but...the lugwork doesn't seem stellar, nor that BB shell. It's an odd ball. I'd like another pic: a sharp close-up of the seat cluster.
edit, oh you said it was repainted, then the steerer may give you a clue as to whether that fork was original.
What size seatpost?
