A buddy of mine crumples up a piece of aluminum foil and dips it in boiled linseed oil (buy it boiled, don't attempt to boil your own). Then he rubs the whole bike down with it. Wait a couple of minutes and rub it off with an old sock.
It removes someof the rust and penetrates and seals whats left, protects the paint and puts a little shine back in it.
