If you checked that the cables are moving freely then search around here for flushing out the shifters with degreaser and re-lubing. It's about the only thing you can do with those shifters and quite often will get the shifter working. Then read up about how to adjust your brakes. Replacing the pads on a bike that old would be a wise first step.
