What you want to do is possible, but impractical. The tubes would have to cut at the lugs, then the tubing reamed out of the lugs. The tubes would then have to be cut to proper length and milled, assuming what is left is long enough. Then, if you could get the proper glue, you would have to construct a jig to hold everything in proper alignment and have a large enough oven to accept the frame and jig, so that the adhesive could be cured.
