Any of the aforementioned brands including the Gatorskins will do the job of being 'flat-resistant'. They ALL lower the percentage by quite a bit. The only 'flat-proof' tires are airless. But, the various brands have their problems the least of which is being slower by 2-3 mph.
Regardless of what you choose get yourself a KoolStop tire tool and you'll avoid lots of foul language and 'pinch flats'.

Generally, the consensus best 'flat-resistant' pneumatic is the Schwalbe Marathon Plus. They DO come in 25mm, but are slightly larger due to the extra layer of rubber. They're heavy, hard to mount and roll slower than standard pneumatics of the same size. The up side is that one can 'set 'em and forget 'em'. I've got 3 commuter bikes w/them and my 4th has Nu-Teck airless, so you can tell I'm pretty obsessive about NOT flatting.
