It is the requirement to identify yourself that I was speaking of... I am not sure it actually means carrying an ID... but if questioned by police, I think you have to be able to somehow prove who you are.

Again I do not know the specifics of the laws or how 9/11 may have modified such... and certainly as a cyclist subject to the idiocies of motorists, I do carry ID (and an insurance card).
