At 5'9" with short legs, if a used bike is a 52 to 56 cm and I want it, I buy it. I don't hesitate to change the stem to make a bike larger or smaller, and in the most extreme cases, change the seat post to obtain a different set back.
IMHO, at 5'6", a 52cm bike should be a good fit for you. If it isn't, you can change the fit by changing the stem first, then in more extreme case, the seat post. If you're still unsure, pick a frame from the Bikes Direct website that's similiar to the Fuji. Call them, tell them your inseam and your height and see what size bike frame they recommend.
