Body builders may have a low % of body fat but a high total weight. Cyclists tend to have a much lower total weight. It is easier to maintain a low body fat % if you are aerobically active, eat well, and don't weigh much. It is harder to maintain a low body fat and build muscle at the same time.
Anyway, those body fat scales aren't very accurate so they will give people fantasy numbers, but I know many cyclists that are
extremely lean. A lot of recreational cyclists are not particularly lean but plenty are, especially many racers.
