I haven't tried that combination, but I found that 2.3" wide tires on 23mm wide rims (this is a mountain bike, naturally) were very wobbly. I think this is because the rim was too narrow to keep the tire from moving side-to-side. I didn't experience the same thing with 23mm rims and 1.50" tires or 28mm rims and 2.3" tires.
