In my experience you are more likely to be arrested and charged for things like drunk and disorderly conduct if you are off campus than if you are on.
That doesn't seem to be the case here at all. University police will arrest you and you will go to the city jail and be tried in the regular county courts. Also, a student who is arrested on or off campus is likely to face additional administrative charges from the university, which could result in suspension or expulsion.
