at Penn State, the Campus cops are Pennsylvania State Police. They tend to be a lot more draconian in their approach than the local cops.

Penn State is situated on a hill. As such, it's not particularly bike friendly. The way the campus developed, certain directions are not easy to travel. They are working on building bike paths to fix that. Actually, the one-way street problem here is downtown. There are two high traffic 2 lane one-way streets, and a one-way alley down the center. The alley would be a perfect bike route, but the town can't figure out a way to make that happen. They did put in a bike route a couple blocks away, but it triples the distance of a lot of local trips. I don't know if they could just declare it open to wrong-way bike traffic. As it is, by default they are encouraging people to ride their bikes on the sidewalks on the main street. This is illegal, but rarely enforced.
