I think the upgrade is forced once you get 40 points. Stay in the 4's for a while if you want, but the quality of racing is generally better in Cat3s. Personally, I moved up to Cat 3 as soon as I could, but didn't upgrade to Cat 2 until I was close to a forced upgrade.
