Carbon frame damage

I have obtained a carbon road bike frame which has a small impact fracture on the seat stay where the rear brake caliper would be mounted ( this was shipping damage and not due to accident). At this point I have not sanded through the clear coat but it does not appear that any carbon fiber has been damaged. I have a lot of fiberglass experience but none with carbon. Is this something that is potentially is repairable? If so how would you proceed?
