The State Department's advice is largely based on what is going on in Juarez, which is quite dangerous, even for tourists. That said, I've got to say that the State Department's warnings tend to over represent threats in general.

Parts of Detroit, Washington D.C., L.A., Philadelphia, and Chicago, to name but a few, cause me more concern than Tijuana.

In the end, though, there are some people who are more willing to accept risk than others. If you enjoy travel, recognize that nobody ever can guarantee your safety, and take responsibility for your own security you should have a good trip. On the other hand, if you are really afraid of going, even after researching and learning what to do and what not to do, then perhaps you SHOULD stay home; if you're to scared to have fun, what's the point?
