I don't think you quite understand.
Your primary complaint is that your new tires are too, in your words, grippy, and because of that, you are unable to stop quickly.
Here's the problem: Tires are supposed to be grippy. In fact, the amount of traction your tires are putting down on the road and your ability to stop are directly and positively related. Every time your rear wheel locks up, you lose traction, and your stopping distance goes up.
I'm not sure why your bike would "jump out of control", perhaps you're skip stopping for the first time and didn't realize it? Did it look or feel anything like
this?
