In California the uniform procedure for all drivers (no matter what they're driving) is specified in CVC 21800(d)(1):
The driver of any vehicle approaching an intersection which has official traffic control signals that are inoperative shall stop at the intersection, and may proceed with caution when it is safe to do so.
I've looked briefly at the Oklahoma Revised Code Chapter 11 where it seems to me such a provision should be in either Article 2 or Article 4, but I can't seem to find anything similar already in place. But I'm not as well acquainted with the layout of Oklahoma's traffic code as I am with California's.

In Oklahoma, how do other drivers handle inoperative traffic control signals? Who decided, and why, that bicyclists and motorcyclists need a different procedure?
