If the old glue on your tire is not rock candy hard in consistency then smear a thin coat of glue around the base tape to reconstitute the glue thats already there. This technique works well with Continental glue and the others like it. It may also work well with Tubasti glue (the white elephant snot type stuff) if it is not applied to thick and worked around the base tape right away as it tends to set quickly.
