It is probably an honest mistake. I would definately ask for it back.
They may have been thinking they were going to pull one over on the guy that asked for his valve cap back.
Next time, they may "accidently" change your frame out for that old steel Huffy.
...the little plastic one is redundant.
And it does the same thing as the built in one.
