You could go narrower. But keep in mind that, for riding over imperfect surfaces (like pretty much all the riding many of us see), there can be big advantages to sticking with a 28. There are plenty of good 28's readily available online. If you're after a very particular tire (e.g. something with fancy colors), then yeah, 28's may not be an option.
