This is anti-cyclist unless written for drivers of all vehicles. Cyclists (and motorcyclists) 'right' to having a traffic control system that works as effectively as for all types of vehicles is being eroded.

Change it to apply for all vehicles at non responsive/non-operational signals as it should be like in many other states and that should be supported.
