How are drivers of vehicles required to behave when they encounter an inoperative signal? That procedure is well detailed in California's vehicle code but I couldn't find it in Oklahoma. So if bicycles are vehicles in Oklahoma, why do drivers of bicycles need a new rule mandating a special exception behavior that's different from all the other drivers of all the other vehicles?
