Yes, that's how it works in California, as specified in CVC 21800(d)(1). Many other states have similar procedures, and the Uniform Vehicle Code too. I'm curious whether that provision is already in Oklahoma's vehicle code. I can't find it in the vehicle code, and I can't find it in the active legislative database.

If this procedure is already in the code for all vehicles, why do bicycles and motorcycles need something different? If it's not already there for all vehicles, why does this bill restrict the procedure to bicycles and motorcycles?
